Description Controlled/Open Enrollment.
Hillsborough Choice's goals are to enable parents to choose their child's school and to provide equal opportunity for all students to meet challenging academic performance standards. Parent and community inclusion is stressed. There is a Choice Advisory Committee and an Internal Advising Group. There are Parent Resouce Centers and Call Centers.
The district is divided into seven regions. Each region includes a zone composed of urban areas. Students who can participate in Choice may choose any school within a specific region.
Hillsborough Controlled Choice Options:
  • Magnet Schools- all elementary, middle, and high school students are eligible-theme based curriculum
  • Special assignment- available to parents who want to transfer their child to a different school. Must provide own transportaion.
  • Majority to Minority Transfers- The following three requirements must be met:
    1. 41 or more percent of the assigned school must be of the same race.
    2. less than 41% of the students of the receiving school are the same race
    3. The receiving school is the closest to the student's residence transportation is not provided.
  • Charter Schools- 20 schools-2 new schools in 2004-05, 3100 students
  • McKay Scholoarship- Gives parents of children with special needs an option of public or private school.
NCLB- AYP- Early Controlled Choice offered to students of Title 1 schools who were identified as needing improvement.

There will be more than 40 schools offering attractor programs during the 2004-2005 school year. An attractor school hosts programs with thematic instruction (e.g., math/science/technology, fine arts, olympic sports, and before and after school childcare).
There are elementary academies. These are schools with a back to basics approach.

Magnet- all go to "Depot" Stop
For each student, at least three of the school choices located within each region/zone will be available by the school district.
Transportation is provided for students in magnet schools, select charters, McKay, and NCLB.

Application Information Acutal Application:
1) On website (either from the Parents Resource Center or from home)
2) Complete a "paper application."
All families receiving applications through the U.S. Mail received their Choice ID # and Pin #.

Deadlines: October through June
Magnet: October to November
Choice School: November through January
Special Assignment: January through June
The Hillsborough Controlled Choice period is November to January.

Three Choices can be made with a ranking of first, second, and third order.
