Frank Voehl
Frank Voehl is Chairman and Chief Executive Officer (CEO) of Strategy Associates, Inc., a business management consulting firm. Previously, he was the Chief Operating Officer (COO) of Harrington Software, and the COO and General Manager of Qualtec Quality Services, Inc., an FPL Group company. Since 1986 Frank has been responsible for overseeing the implementation of Business Management systems with organizations in such diverse industries as telecommunications and utilities, federal, state and local government agencies, public administration and safety, pharmaceuticals, insurance/banking, manufacturing, non-profits, and institutes of higher learning.
Frank's consulting specialty is in the areas of Quality Management and related disciplines, including strategic planning, productivity and Knowledge Management, as well as the softer areas of team building, facilitation, and group dynamics. As a result of his work during the past thirty years, new systems and operating models have been created for continuous quality improvement, workforce staffing, corporate measurement, Quality Management implementation, and Community Quality improvement. His projects have also included Cost-Of-Quality measurement, Balanced Scorecard systems, ISO 9000 evaluations, as well as synergy and group dynamics for high performance teams.
In 1992, he formed Strategy Associates, which serves as a consulting network specializing in Quality Management, continuous improvement, and teamwork. During the past seven years, his organization has served numerous manufacturing and service industry clients, both nationally and abroad, with a focus on measurement systems that are effective, economical, and long lasting. From 1992 to 1995, Frank helped implement a National Quality Award for the Bahamas , during which time he served on the Board of Judges, training examiners and performing numerous site visits and application reviews.
In 1986, Frank helped establish Qualtec Quality Services, the consulting and training arm of FPL, where he served as founding General Manager and Chief Operating Officer until November 1991. Under his leadership, Qualtec Quality Services grew from four professionals in 1986 to over one hundred in six years, achieving a position among the top ten U.S. Quality Management consulting organizations, as noted by Business Week in October 1991. During the past fifteen years, Frank has consulted with hundreds of organizations, including such Fortune 500 companies as AT&T, Eli Lilly, Michigan Consolidated Gas, Chase Manhattan Bank, New York Life, ConEd, McDermott, and others. He has also served various organizations in diverse environments including Xerox, Proctor and Gamble, GOJO Industries, the Internal Revenue Service, city and state governments and Departments of Transportation, Universities, and others, in this country and abroad.
During 1990 and 1991, Frank was appointed Chancellor of the Institute for Competitive Advantage and was involved with the establishment of the Quality Institute at the University of Miami , where he was a lecturer and visiting professor in the School of Industrial Engineering from 1983 to 1989. He is currently a visiting professor at Florida International University (FIU). In 1991 he was appointed as the Quality Representative to the Internal Revenue Service twenty-member Commissioner's Advisory Group (CAG), and has served on Strategic Planning and Executive Committees of the AQP and ASQ. In 1994 and 1995, Frank also served as CEO of the Anro Metals Manufacturing Company, a Florida-based sheet metal fabrication plant.
Previously, Frank was employed as a Supervising Engineer in the Management Services Department of Florida Power & Light (FPL). In this position he led several corporate-wide task teams established to develop and implement more effective quality systems in a number of cross-functional areas. He also implemented the highly successful Staff Review Program that was responsible for designing workforce management systems to improve knowledge-worker productivity. A total of 21 successful studies, covering some 2,000 workers, were completed from 1981 to 1985, including Marketing, Energy Conservation, Accounting, and Corporate Records, resulting in a savings payback ratio of 12:1 and hard dollar savings of over $6 million.
During this period he was a pioneer Lead Facilitator and one of the original designers of FPL's award-winning Quality Management Program. In this capacity he served from 1981 to 1985 on the corporate Design/ Development Team, whose work led to the formation of the Malcolm Baldrige National Quality Award. During the 1980s, his work with the Florida Department of Transportation resulted in a savings of approximately $150 million for the taxpayers of the State of Florida , in addition to a statewide process improvement of the forced relocation planning process.
Before joining FPL, Frank was involved with the design and implementation of process improvement and workforce reengineering programs as a methods improvement supervisor with Guardian Life Insurance Company in New York City . He worked in the areas of Office Systems Automation as an internal management consultant and systems project manager. From 1977 to 1979 he worked with IBM on the Office of the Future task force, which highlighted software applications on microprocessors for knowledge workers in the workplace.
Frank received a Bachelor of Science degree in Industrial Relations and attended Law School at St. John's University , followed by post-graduate studies at New York University and ULC. He served as the Athletic Director of the Margate ( Broward County ) Basketball Program, which won the AAU state championship in 1986. He was elected Vice Chairman of the Margate Advisory Committee for the Handicapped from 1981 through 1990. As a monthly columnist for the Quality Digest during the 1990s, Frank spoke out on a number of controversial quality issues. He has published hundreds of articles, manuals, and papers in the fields of Business Management, Quality Improvement, Logistics and workforce management, Productivity Improvement, Balanced Scorecard measurement, and Strategic Planning.
Frank is an active member of ASQ, serving as the Chair of the National Community Quality Councils Committee (1999-2001), as well as past-Executive Editor of the Measurement Quality Journal The Standard and the Quality Audit newsletter Vista . He is the author and Series Editor of over 17 books in the field of Business Management and Quality, including Marketing, R&D, Supplier Quality, Human Resource Management, Information Systems, Macrologistics Management, and Higher Education, as well as the author and co-author of many diverse management books such as: ISO 9000: An Implementation Guide for Small to Mid-Sized Businesses; Deming: The Way We Knew Him; An Executive Guide to Implementing Quality Systems; Total Quality in Information Systems; Team Building: A Structured Approach; SPC for Results Ô ; Problem Solving for Results; Knowledge Management for Results; Leadership for Results; and Macrologistics Management: a Catalyst for Change.
